KARACHI: Government of Sindh has approved a Light Rail and Brown Line Project in Karachi with the total investment of $1.26902 Billion.
Karachi, which is considered to be a business hub of Pakistan. The city is facing a major problem of transit system within a city, which results poor travelling system in all over the city. In order to meet with the increasing transit needs, Sindh Government under the supervision of Chief Minister Syed Qaim Ali Shah, to initiate a Karachi Light Rail and Brown Line Project. CM Sindh said that the project will be a gift to the people of Karachi.
CM Sindh Mr. Qaim Ali Shah said that Government of Sindh has initiated a project with the total investment of $1.26902 Billion. The project will be initiated on immediate basis, so that the project should be completed by the beginning of year 2018. The decision was made during the meeting of Qaim Ali Shah and other Government of Sindh Officials with Officials of Chinese Company Sinosure at Chief Minister House.
The meeting was attended by Finance Minister Murad Ali Shah, Additional Chief Secretary to development Mr. Wasim, Principal Secretary to CM Sindh Aleem-ud-Din Billo, Finance Secretary Sohail Rajput, and Secretary Transport Taha Farooqi as Government of Sindh Officials. Whereas Chinese Company Sinosure’s Deputy Director Cheng Tao, General Managers, CRCC Pakistan, Wu Zefeng and other officials attended the meeting.
While giving the briefing about the project, Chinese officials told that the project will start from Singer Chowrangi Korangi to Shahra-e-Faisal and at Rashid Minhas Road. Whereas the terminal stations will be installed through Nagan Chowrangi and its nearby area of Andaa Mor.
A total length of Brown Line project has been estimated of being around 18-38 Kms in length. In which around 20-36% or 3-7 Kms route will be made under the ground, whereas around 12-92 Kms or 3-70% of route will built over the ground. The route will have Ground transition between 1-67 Kms, which will be underground. Around 13 Stations will be installed in this project out of which 3 will be underground and 10 will be over the ground. Special Operational Control Centers will also be built to monitor the whole transit system.
It has been expected that the Government will gain a profit of around 3 Billion per year and if the transit system will be acquired for advertising, Stalls and Canteens on every station, than it might be possible to earn additional 3 Billion per year from that promotions.
As per Chinese Company, they briefed the financials for the project as below;
- The initiation of the project will cost around $7-$12 Millions.
- Engineering Design will cost around $16-$94 Millions.
- Insurance Services will cost around $12-$69 Millions.
- HSC Services will cost around $18-$21 Millions.
- Development Works and their equipment will require around $33-$1006 Millions.
- Train Coaches will require around $54-72 Millions.
- Testing and Initiation of the Project will require $8-$47 Millions.
- Contingency will require $34-$42 Millions.
Beside the costs which are identified above is a cost required for the establishment of Depot and Building Control Systems and required land for them. The cost has been estimated is around $4-$9 Millions, while the interest which has been calculated on the loans is $99-$75 Millions. The project will cost around $1.26902 Billion.
They further told to Chief Minister of Sindh, that the total expenditures of the project will be divided into 60%-40% ration. In which 60% of the cost will be taken from China as a loan, which will be payable in a period of 13 years, while 40% will be paid by Government of Sindh. It means that China will provide a lease of $769.03 Million, whereas Sindh Government will bear a cost of $500 Million initially to complete the project.
Chinese Company Sinosure told that, there team of 11 experts has already conducted 4 different visits of Karachi city for this project. During these visits, they contacted different departments of Government of Sindh and investigated the major information about the lands, Site surveys and other traffic information. They said that they’ve already completed their work to gather basic information about the project. They further told to CM Sindh that they’ve shortlisted their 20 Architectures and 30 Engineers. A total of 50 experts’ team has been formed for this project. The team will be working on the proposal of the project, Feasibility Report, Civil and Electrical designs and assistance to compile all required documents to get loans from China.
Chief Minister Syed Qaim Ali Shah has formed a 3 members committee including Finance Minister Murad Ali Shah, Additional Chief Secretary to Development Muhammad Waseem, Secretary Finance Sohail Rajput and Secretary Transport Taha Farooqi. CM Sindh has ordered to oversee the overall project and make sure that there should be no such delay in the project.
CM Sindh insisted to the committee that the project should be initiated no more than October 1, 2015. According to Secretary Finance Sohail Rajput said that, the most important issue in whole scenario is to check that on what basis China will be providing loans to Sindh Government. There is a need to check the terms and conditions which will be imposed for the loans. Once the loans will be approved, than after final discussion with Finance Minister, the case will be forwarded to Chief Minister. CM Sindh will make a final decision for this project.

وزير اعليٰ قائم علي شاھ چيو آھي ته 1.26902 بلين آمريڪي ڊالرز جي لاڳت سان ڪراچي لائيٽ ريل ۽ برائون لائين پراجيڪٽ ھنگامي بنيادن تي شروع ڪرڻ جو فيصلو ڪيو آھي، ته جيئن ان خاص منصوبي کي 2018 جي شروع ۾ مڪمل ڪيو وڃي.
ھي فيصلووزيرِاعليٰ ھائوس ۾ حڪومتِ سنڌ ۽ ھڪ چيني ڪمپني سائنوشيور جي نمائندن جي اجلاس ۾ ڪيو ويو.
حڪومتِ سنڌ جي طرفان صوبائي وزيرِ خزانا سيد مراد علي شاھ، ايڊيشنل چيف سيڪٽري سنڌ منصوبا بندي و ترقيات محمد وسيم، وزيرِ اعليٰ سنڌ جوپرنسپل سيڪٽري عليم الدين بلو، سيڪٽري خزانه سھيل راجپوت، سيڪٽري ٽرانسپورٽ طٰحه فاروقي جڏھن ته چيني ڪمپني جو ڊپٽي ڊاريڪٽر چينگ تاؤ ۽ جرنل مينجرز،سي آر سي سي پاڪستان، ووزيفنگ شرڪت ڪئي.
چيني وفد منصوبي جي بريفنگ ڏيندي چيو ته ھي منصوبو ڪراچيءَ ۾ سنگر چورنگي ڪورنگي کان شاھراھِ فيصل ۽ راشد منھاس روڊ کان شروع ٿيندو. جڏهن ته شمال ۾ ناگن چورنگي ۽ ڀرسان وراري علائقي انڊا موڙ تي هن جو ٽرمينل اسٽيشن تعمير ڪيو ويندو.
برائون لائن جي منصوبي جي ڪل ڊيگھ 18 کان 38 ڪلوميٽر هوندي، جنهن ۾ 20 کان 36 سيڪڙو يا 3 کان 7 ڪلوميٽر جو رستو انڊرگرائونڊ ٺاهيو ويندو، جڏهن ته 12 کان 92 ڪلوميٽر يا 3 کان 70 سيڪڙو رستو زمين مٿان ئي ٺاهيو ويندو. جنهن جي گرائونڊ ٽرانزيشنل 1 کان 67 ڪلوميٽر انڊرگرائونڊ هوندي. انکان علاوه هن منصوبي ۾ 13 اسٽيشن قائم ڪيا ويندا، جن مان 3 زمين جي اندر ۽ 10 زمين تي ٺاهيا ويندا. ان کان علاوه انهن جا مخصوص آپريشنل ڪنٽرول مرڪز به تعمير ڪيا ويندا. ان منصوبي مان لڳ ڀڳ ساليانو 3 ارب روپين جي آمدني پيدا ٿيندي ۽ جيڪڏھن اشتهار، اسٽال ۽ ھر اسٽيشن تي ڪينٽين قائم ڪئي وڃي ته ان جي ذريعي وڌيڪ ۳ کان ۵ ارب ڪمائي سگھجن ٿا.
چيني وفد منصوبي جي مالياتي تفصيل ڪجھ ھن طرح ٻڌائي ته هن منصوبي تي 7 کان 12 آمريڪي ملين ڊالر، انجينيئرنگ ڊيزائن تي 16 کان 94 ملين آمريڪي ڊالر، انشورنس تي 12 کان 69 آمريڪي ملين ڊالر، ايچ ايس سي تي 18 کان 21 ملين، تعميراتي ڪمن تي ۽ انهن جي آلاتن تي 33 کان 1006 ملين آمريڪي ڊالر، ڪوچز تي 54 کان 72 ملين آمريڪي ڊالر، منصوبي جي ٽيسٽ ۽ آغاز لاءِ 8 کان 47 ملين آمريڪي ڊالر جڏهن ته ڪانٽي جينسيءَ تي 34 کان 42 ملين آمريڪي ڊالر خرچ ٿيندا.
ان کان علاوه ڊيپو ۽ ڪنٽرول بلڊنگ جي لاءِ گھربل زمين 4 کان 9 ملين ۽ تعميراتي ڪم جي دوران سود 75-99 ملين ڊالر ھوندو. هن پراجيڪٽ جي مجموعي لاڳت 1.26902 بلين آمريڪي ڊالر هوندي.
انھن وزيرِ اعليٰ قائم علي شاھ کي وڌيڪ ٻڌايو ته مجموعي خرچن جو 60 فيصد چين جي طرف کان تيرھن سالن جو مبني قرضو ھوندو جڏھن ته سنڌ حڪومت بقايا 40 فيصد قرضو ادا ڪندي.
ان جو مطلب اھو ٿيو ته چائنا 769.03 ملين آمريڪي ڊالر فراھم ڪندو، سنڌ حڪومت 500 ملين آمريڪي ڊالرز ادا ڪندي.
چيني ڪمپني سائنو سار جي ٽيم ٻڌايو ته انھن جي ٽيم جيڪا يارهن ماهرن تي مشتمل آهي، ان پراجيڪٽ لاءِ ڪراچيءَ جا ڪل چار مختلف دورا ڪيا آهن. ان دوران انھن سنڌ حڪومت جي مختلف محڪمن سان رابطي سان گڏ زمين جي جانچ پڙتال، سائيٽ سروي ۽ ٽريفڪ جي معلومات سميت ٻيا ڪم پڻ مڪمل ڪري ورتا آھن.
انھن وزيرِ اعليٰ سنڌ کي اھو به ٻڌايو ته انھن ڊيزائن جي شعبي مان 20، تعميراتي شعبي مان 30 ماھرين تي مشتمل 50 ماڻھن جي ٽيم تشڪيل ڏني آھي. جيڪا منصوبي جي پرپوزل ،فزيبلٽي اسٽڊي، سول ۽ اليڪٽريڪل ڊزائنز ٺاھڻ ۽ چائنا کان قرضو حاصل ڪرڻ جي دستاويزن جي تياري ٻن مھينن جي اندر مڪمل ڪندي.
وزيرِ اعليٰ سنڌ قائم علي شاھ، وزيرِخزانا سيد مراد علي شاھ، ايڊيشنل چيف سيڪٽري سنڌ منصوبا بندي و ترقيات محمد وسيم، سيڪٽري خزانا سھيل راجپوت، سيڪٽري ٽرانسپورٽ طٰحه فاروقيءَ تي ٽي رڪني ڪميٽي تشڪيل ڏيڻ ۽ ان ڪميٽي کي ان منصوبي جي نگراني ڪرڻ جي ھدايت ڪئي. ڪميٽيءَ ۾ ان ڳاله تي به زور ڏنو ويو ته ڪهڙي به حالت ۾ اهو منصوبو پھرين آڪٽوبر 2015 تائين شروع ٿيڻ گھرجي. سيڪٽري خزانا سھيل چيو ته سڀني کان اھم معاملو چائنا کان ملندڙ قرضي جا شرط ۽ ضوابط جي جاچ پڙتال ۽ ان جي منظوري آھي. جنهن تي صوبائي وزيرِداخلا سان وڌيڪ معلومات شيئر ڪرڻ کانپوءِ تمام معاملن جو حتمي فيصلو وزيرِاعليٰ پاڻ ڪندو.
